Why shouldn't small children ride on baggage trollies?

Stansted airport, late at night, lots of tired people trying to get through arrivals. I was standing at the baggage conveyor, waiting for my bag to appear, watching a mother trying to balance her young child on top of her suitcases. It was a little precarious, and, at the same time, the child was clearly enjoying the experience of riding along on the trolley. And that's the point. Riding on a trolley is fun. I like to do too. So why don't airports and train stations, find a way to make it safe and acceptable, instead of telling everyone that they can't do it. In other words, why don't they make a benefit out of a problem? And, of course, why don't we do the same with all the things which irritate us (hmmm, this creativity thing is so much easier said than done! ;)
